Dr Graham Scott is the Principal of Graham Scott (NZ) Ltd which provides consulting services in the general areas of strategic economic and financial advice for government and business, with a major focus in government administration, budget and financial management, corporatisation and privatisation. His clients include the Office of the Auditor-General of Canada, The World Bank, The IMF, The South Pacific Development Management Programme, Ministry of Personnel in The People's Republic of China, Ministry of Finance in the Republic of Singapore, the Government of Colombia, Efficiency Unit of the Hong Kong Government, Ministry of Finance Russia, National Development Board of Mongolia, Ministry of Finance Thailand, Jamaican Government, Ministry of Finance Fiji, and various Australian and New Zealand Government agencies.
Previously Secretary to the Treasury (1986 - 1993) Dr Scott is presently the chair of New Zealand's Health Funding Authority which is the government organisation contracting with all publicly funded health and disability providers. He is a director in the international economics consulting firm Law and Economics Consulting Group (LECG), and was chairman of the Electricity Market Co Ltd which established the wholesale electricity market in New Zealand.
He is also a part-time Assistant Commissioner for the State Services Commission.
