Dr Howard Frederick is the David Beattie Professsor of Communications, Victoria University of Wellington, Director of the New Zealand Internet Institute, and originator of the Electronic Commerce programme at VUW. He is also author of The Knowledge Economy by Minister of Information Technology Maurice Williamson's Information Technology Advisory Group (ITAG) on the development of the knowledge economy in New Zealand (see New Zealand Internet Institute) . He is recognised as a authority in the field of global communications, economic development and new technologies and is fluent in English, German and Spanish.

His research expertise encompasses the private and public sectors within the United States, Eastern Europe, Germany and Austria, and Latin America, especially Colombia, Peru, and Mexico. Dr Frederick is the author of Global Communications and International Relations, a text used in more than 100 universities around the world. Until coming to New Zealand he led a major German governmental effort to jump-start the information economy in the Free State of Saxony, the high-tech former East German federal state.
