Prior to being appointed chief executive of the New Zealand Film Commission, Dr Ruth Harley was the former executive director of New Zealand On Air, an organisation that she established in 1989 and led for six years before becoming national media director with Saatchi and Saatchi.

Dr Harley's positions have included Head of Independent Productions for Television New Zealand and Chief Advisory Officer (later Deputy Director) for the QEII Arts Council. In 1996 she was awarded an OBE for services to broadcasting and the arts.
