Dr Jean Mitaera is a Rarotongan who has lived most of her life in Newtown, Wellington. She was educated at Victoria University of Wellington where she was a practice tutor and where she taught social science research.

A former Senior Policy Analyst with the Ministry of Women's Affairs, Jean established her own consultancy, Orama Associates. She has a particular interest in research and evaluation (ethics, strategic policy planning and community development).

Jean has a 2 year old son, Tamapuretu.
