Michael Wintringham was appointed State Services Commissioner in May 1997, having previously held the post of Chief Executive of the Ministry of Housing from 1996.

Mr Wintringham, who is a graduate of Victoria University Wellington, has worked in the Public Service since 1970. Most of his Public Service career has been in The Treasury, with a four year secondment to the New Zealand Embassy in Washington DC. He was the Assistant Auditor-General, for 3 years having responsibility for the central Government and education sector. In the late 1980's Michael left the Public Service to take up a position with Hay Management Consultants, eventually becoming director of Hay's office in Wellington. In the early 1990's Michael was based in the Department of Prime Minister and Cabinet and was the co-ordinator of Health reforms when the Government undertook a major restructuring of the Health system.
