David has served on the Christchurch City Council (1971-80) and as a Member of Parliament (1978-96). During the fourth Labour Government he was Minister of Trade and Industry (1984-88), Minister of Health (1987-88) and Minister of Finance (1989-90).
Following his retirement from politics in 1996 David has returned to his former profession as a lawyer. He is now a partner in the national firm of Buddle Findlay, specialising in public law. In addition to his legal responsibilities, David serves on a number of outside bodies, including as chair of the Accident Compensation Corporation and the electricity industry's Electricity Governance Establishment Committee. Two years ago he chaired the Ministerial Inquiry into the Electricity Industry.
