Mark has a (LLB) and Master of Arts (Honours) in Political Science from University of Canterbury and a Master of Public Policy from ANU, Canberra.
He joined the New Zealand Department of Trade and Industry in 1985, working principally on the regulatory environment for state owned enterprises and state enterprises restructuring legislation. He also worked 1987-91 on a range of other regulatory reform issues including application of competition policy to occupational regulation and company securities law reform, and competition policy and commercial law issues arising from the Australian/New Zealand Closer Economic Relations Treaty (ANZCERTA).
From 1991 - 97 Mark was a Manager of the Business Law, Intellectual Property and Competition Law Group in the Business Policy Division of the Ministry of Commerce. He was appointed a Director of the Branch in October 1997 with responsibility for business law (including intellectual property and competition policy), regulatory policy and border policy issues.
