Rosa Daniel

Rosa Daniel

Rosa Daniel is Director/Institute of Policy Development (IPD) and concurrently Head/Strategic Policy Office (SPO) in the Public Service Division of the Prime Minister’s Office in Singapore. Prior to taking up these appointments in January 2002, Rosa headed the International Talent Division with its network of Contact Singapore offices worldwide in the Ministry of Manpower from 1999-2001. In this capacity she was responsible for the programmes to attract and retain foreign talent in Singapore. She was Director/Personnel in the Ministry of Education from 1994-1998, after spending 4 years from 1990 in the Ministry of Trade and Industry covering trade negotiations and industry development. Before holding these highly varied policy portfolios, Rosa had an equally challenging and rewarding stint in the Management Services Department as a management consultant for the public sector where she undertook many strategic reviews of public sector agencies.

In her current job as Head/SPO, Rosa is responsible for helping shape a proactive and forward-looking public sector that anticipates and is responsive to change. She heads the Scenario Planning Unit within SPO, which generates national level scenarios to help policy-makers formulate robust strategies to address longer-term challenges. Aside from these national scenarios, SPO also draws up smaller scale scenarios focused on specific policy areas, runs scenario planning workshops to train senior civil servants, and also provides consultancy services to key public sector organizations.

Rosa was awarded a government scholarship and graduated with BA (Honours) in 1985 from Oxford University in Politics, Philosophy and Economics. She holds a Graduate Diploma in Financial Management from the Singapore Institute of Management, and she also completed Harvard University’s Programme for Management Development under government sponsorship in 2001.
