David C Elder

David C Elder

David C Elder has been a Fellow in the School of Policy Studies of Queen's University, in Kingston, Ontario, Canada, since September 2001, and he is currently teaching as Adjunct Professor in the Master of Public Administration program in the School. He was a member of the Public Service of Canada for over 30 years. He served in the Privy Council Office for more than 10 years and was the Assistant Secretary to the Cabinet, Machinery of Government, from 1998 to 2001. His Public Service career began in 1973, with the Department of External Affairs, now the Department of Foreign Affairs.

Among his assignments in the Department’s headquarters in Ottawa, he served as the Department’s Senior Assistant to the Minister and as Director of International Economic Relations in the Economic Policy Bureau. He also had foreign assignments, in the Canadian Embassy in Dakar (Sénégal), the Canadian High Commission in Harare (Zimbabwe), and as Deputy Permanent Representative of Canada to the Organization for Economic Cooperation and Development (OECD), from 1989 to 1993.
